Character movement speed not reaching +100% cap

I attempted to min/max movement speed on my crafter/harvester after Summerset launch, but I noticed my character doesn't move any faster than before.

So I decided to do some testing. I was wearing 7 medium armor, 5 piece Fiord's, major expedition (from retreating maneuvers), orc racial passive, and 3x purple Swift jewelry.
Together, all these bonuses should give:
medium armor: 21% movement speed (3% per piece)
Fiord's: 15% bonus while sprinting (5-piece bonus)
Major Expedition: 30%
Orc Racial Passive: 10%
3x Purple Swift: 27%
Windrunning CP passive: 2%
Total Bonus: 105%

So I should be wasting 5% of my movement speed bonus, but hitting the 100% bonus movement speed cap. I sprinted a flat route through Craglorn, using my Retreating Maneuvers (RM) as a timer. I started at the same point and ran for 33 seconds until my RM expired. Then I removed my 3x Swift Fiord's Jewelry, so I would have lost 42% movement speed (27% swift and 15% from Fiord's). Effectively I would have only lost 37% since I was already 5% over the movement speed cap. However, I covered the EXACT same distance in 33 seconds with RM up, both with and without my Swift Fiord's jewelry.

I then conducted a different test. I ran from point A to point B on a route that took 30 seconds with my full 105% movement speed set up. I then repeated the test running from point A to B without my 3x Swift Fiord's jewelry. Again, it took EXACTLY 30 seconds. It should have taken (163% movement speed/200% movement speed)=0.815, 30/0.815=36.8 seconds.

It would seem something is preventing me from reaching the 100% movement speed bonus, unless sprint itself is counting as some percentage movement speed bonus (which would be counter intuitive to me). I would appreciate it if this were fixed, considering I invested 150 transmute crystals and 3,000 crowns for race change to min/max a movement speed farming, crafter build.

    There was an issue with running speed when characters could run faster then horses. They fixed it by setting the 100% hard cap. I wonder if sprint counts towards this cap, and it seems it does, as I also noticed that my Jailbreaker + Fjords Orc was running as fast as my full-sneaky Khajiit.

    In this case there could be 2 setups for farmers now:
    1. Full stamina cost reduction when sprinting. Like Darkstride and I believe there is another one
    2. Jailbreaker + Steed + Swift + Major expedition without sprinting at all. Not reaching the cap this way though

    I did some testing a few weeks ago. It’s pretty easy to reach the sprint speed cap regardless of your character race. Swift jewelry is also unnecessary for reaching sprint cap but can be nice to increase your general movement (not sprinting speed).

    The bonus for being an Orc just means you don’t have to use a set like Fiords so you can use a set like Darkstride instead. All races can still reach the sprint speed cap, just like Orcs.

    It’s unfortunate, but your transmute crystals and race change weren’t really necessary to min-max a speedy farmer with the current speed caps (courtesy of Battlegrounds).

    So as far as actual battlegrounds are concerned I would actually like to increase movement speed without using major expedition pots. Can someone break it down for me as to what the speed cap is and how much each buff adds to the calculation?

    Allowing to have more than 50% speed boost while unmounted - is a biggest crap that ZOS only can be done.
    Not even all "proc fest" combined are worse than this.

    Wow you are right, I noticed that after putting swift on my cowards gear I go NO FASTER! Dang! I have other buffs as well like windrunning and Steed mundus with full divines so it looks like the REAL cap is around 150% instead of the assumed 200%.

    The limit to a player character's Movement Speed introduced in Morrowind (PC/Mac Patch Notes v3.0.5, Post #12: Resource Recovery Changes - General) is as follows:
    • You can no longer increase your total Movement Speed bonus to more than 100% of your base Movement Speed.
    Developer Comment:
    This change should only affect builds that are stacking all the Movement Speed bonuses in the game, and should prevent some of the extreme movement those builds are able to do in situations like Battleground flag running. This also prevents instances where those builds could run faster on foot than via a mount.
    In my observation and experience, this "speed limit" has never appeared to affect any of my characters. For that matter, apparently it has not affected the Movement Speed of any of my competitors while gathering materials.

    As far as I know, Sprint does "buff" a character's movement speed, therefore counts toward the limit. However, Running is not a buff to Walking. They are separate speeds (with separate key-binds) that are respectively buffed by Sprinting, for example, as well as by other buffs from the character's race, gear, potions, etc. Yes, your character can Sprint while Walking, but moves faster in a Sprint while Running. :wink:

    With regard to moving while mounted, the speed of the mount governs how fast the rider moves. The mount's speed is not affected by movement bonuses from the rider's race, gear, potions, etc. -- with the exception of Major Expedition.* In my experience, an ability or a potion which grants Major Expedition must be used before summoning the mount. Else, using any ability except Rapid Maneuver (or either of its morphs), or using a potion, dismounts the player's character.

    Note, too, that a mount can either Walk or Run. The first buff to a Mount's speed is whether the rider has had any Riding Lesson(s) that increase mounted speed. If not, then a mount Walks or Runs at the same pace that an unbuffed player character Walks or Runs afoot. Also, if not, then a mount Sprints at the same pace as a player character that Sprints while Walking or Running afoot (i.e., if there are no other buffs to the character).

    In my experience and observation, mounted speed can only be increased as follows:
    • by one or more Riding Lessons for the player character which increase mounted speed, or
    • by using an ability or potion which grants Major Expedition prior to summoning the mount*, or
    • by Sprinting the mount per se,, and/or
    • by casting the Rapid Maneuver ability (or one of its morphs) -- whether before or after the rider summons the Mount.
    As far as I can determine, the speed of a mount is apparently not affected by the Movement Speed limit described in the quotation from the Morrowind Patch Notes above.

    Which is to say, any player character that moves faster on foot than a mounted player character (who has the 60% buff from "riding lessons") can Sprint the mount is using an exploit of some kind. And any mounted player character who does not dismount in order to gather materials from a resource node is using a "cheat engine".

    * I do not know whether Major Expedition granted by the Jailbreaker set while equipped by a player character will affect the speed of a mount. In my experience, gear set bonuses do not, for example, reduce the amount of Stamina used by a mount while Sprinting, and I don't believe that the Fiord's set increases the Sprinting speed of a mount. Then again, I haven't tried all of them yet. :smiley:
