Your best bet would be to use the feedback tool. If your ideas are truly worth while, you'll get the attention of a dev someday.
But you have to understand, they get tons messages everyday from tons of people that are sure their idea is the cat's meow. There is no way for them to go through it all.

Its not that i think my idea is the cats meow. I know for a fact that the game would be better off with some simple changes. For instance why can you as a player have more than 1 double dot poision up at a time on you. Same thing with other things in game like vipersting, sloads, and even some cased of you having more than one befoul or other status affect. Its not like a major and a monor de buff either. I was trying to 1v x the other day but it was stoped because i had 3 double dot poisions on me and they all happened to proc the poisioned status effect. Thats not balance. I have tried feed back but my ideas allways get shruged off because it never actualy goes any where.

Not sure how long you have played the game OP, but it sounds like you have barely played and your name is hilarious, I cannot imagine why the devs are not listening to your most astute intel on how to improve the game.
Im sure of my ideas because i have bounced them off of randoms in game, my friends, and some day one players and they all agreed they were great ideas but they were all discouraged because te devs have never really cared about balance. I think they never cared because no one ever offered reasonable ideas for solutions. I have a youtube, i mostly do ganking but have recently tried to learn how to 1vx. But with my skill set being from ganking i have a bit more vigilance than most due to the nature of ganking. When i see something weird and im not 100% sure what happened i save the video and i go back and watch the video. A lot of my issues i encounter come from latency issues but, when i don’t have them its fairly obvious that its the game having issues. I even have a clip at the end of one of my gank videos where i stunned someone while they were blocking with direct damage attack from stealth. And i even have experienced the old macro slice bug about 2 weeks ago. I like his aspirations and willingness to go above and beyond. Unfortunately ZOS doesn't work like that. You want to be heard, make a YouTube or go on Twitch. State your comments and opinions there, gain an audience and a community. Then you can have traction to be heard, until then a single post will not.

I have played for 2 and a half years roughly. I know exactly what i am talking about. You will have to point out what you think i don’t know so i can explain it in a longer version.

Here's the reality: there's no such thing as balance.
I do not understand why people cannot accept this fact. The premise of every single MMO is rock-paper-scissors, and it's designed this way so everyone isn't playing the same class.
Each needs their weakness against others.
Each needs their strength against others.
Yet players constantly complain their characters can't kill both classes, which is just absurd.
Stop and think about why this is absurd. Here's a hint:
Paper kills rock and scissors
Rock kills paper and scissors
Scissors kills rock and paper
If you throw out Rock and I throw out Paper, who wins?
That's not balance, because the reality is: if everyone has the strength to kill everyone else, no one can kill anyone else.
This is why I don't believe you have "legitimate balance ideas". If you sway even one hair away from RPS, it's no longer legitimate.
Though, I'd be lying if I say I wasn't curious. Care to share?

Yes, i would love to share. For starters i would love to implement proc sets criting in pve only, there was no need to take that away from pve players. I would also like to re work the way poisons work as well, only for pvp thou. Pve is doing just fine with the way they are. But when you are in pvp and you are trying to small scale its pretty dumb that a group of people can light attack you one time and you all of a sudden have 8 double dot poisons on you and 3 diffrent cost increase poisions. The cool down for poisions is balanced in a 1v1. But when you start fighing a group they can keep 2-3 of the same type of poision up on you at all times because there is so many of them. That should not be the case. You should get a poision imunity to a double dot poision after it wears off or your purge it. The same goes for the rest of them. But if you are affected with poision A and it wears off or you purge it the immunity you get for that should not affect poision B. You can completly negate a players abilty to play pvp solo or small scale if the larger groups run enough poisions and of different types. You should not have to deal with 30 players AND 95% up time on cost increase poison, double dot, ulti increase, or crit damage reduction. Thats not balance at all. But on the other hand the poision imunity should not be given to adds in pve.
Secondly you should not have to deal with more than one proc set damage at a time. For instance 2 players should not beable to proc their Arms of Relequen on you at the same time. The person with the first proc(A) should be hitting you. And if the other person(B) tries to proc theirs on you, it just doesn’t happen. If Person A lets his proc fall off and person B procs theirs then person B will be the only one doing damge with that set. How ever if some one has Arms of Relequen and someone else has viper sting. They should beable to stack because they are two diffent things. Its kinda like buffs in game. I can’t just throw on slime craw and get 8% from there and then use my relentless focus or bird of pray buff and get another 8% because that would be unbalanced right?
Now as for your rock paper scissors. Yes i under stand certain builds or classes should be really good verses other builds or classes. But one build should not beable to effortlessly counter every thing. If you want to talk about how i know for a fact ganking is balanced we can talk about that later but for now we will be leaving that out because thats a very long conversation.
Those are just some ideas i came up with off the top of my head. But i have brought them up to plenty of people and they have for the most part agreed with the changes to the weapon poisions and proc sets. The few that don’t agree think that the proc sets are fine and perfectly balanced so you know they are a bit off. There is no way that you can possibly think that having 5 guys light attack you and instantly loose over 80% of your health because they are all running viper sting and double dot poisons. For crying out loud it only 5 light attacks. You should not instanly die to that. I can go on but this is all ready way to long, let me know if you want more of my ideas.
