Because I don’t know all the ultimates, what ultimate uses 500 points? Seems best served so far when activating WW but then again there is a lot I don’t know about bis and the meta.

At 500 ulti it’s giving my stamplar 1400 damage. Now in practice, you won’t get to that much ulti often. But even at roughly dawnbreaker cost it’s giving about 500 damage which is very strong. Is it op? No.
The set is well designed in that it makes you have to put thought into getting the most out of it. Dropping ultis at the right time, coordinating with group members for the greatest effect, etc. It’s engaging and rewards good gameplay. This is 100% preferable to sets that just give you free brainless proc damage. We need more sets like this zos.

ZOS probably doesn't realize that it's using the 500 ultimate pool.
