So I have been offline for a few years and have the base game. If I purchase the Summerset expansion add-on do I get the past expansions as well?

✭✭✭✭✭Summerset includes the Summerset zone and jewelrycrafting. It does not include past chapters (though the pre-order did).
If you already own the base game, you'll need to buy Morrowind (which is now a DLC) and the Warden upgrade separately if you want the stuff included in past chapters.0
