    No. Absorbing a Dragon's soul is a Dragonborn's thing and requires Akatosh's blessing.

    Shouts come from Kyne and do not need to have a Dragon's blood to be learnt. In the past (no clue about ESO time), there was even a college in Markarth to learn them.

    Not sure if you really need Akatosh's blessing.

    Yes, the 'thuum" is not intrinsic to all Nords, and must be learned in a long process. But Nords do still have an inborn ability to "Battle Cry". As seen in Skyrim's racial skills.

    Wouldn't make sense from the games main story point of view unless a non dragon born and shout.

    All Nords have the ability to "battle cry" in battle. (Which admittedly, is different from thuum)

    Everyone can learn to use the Voice.

    In Skyrim, Ulfric Stormcloak says: "Any Nord can learn the Way of the Voice by studying with the Greybeards, given enough ambition and dedication."

    However, he also says: "I spent almost ten years at High Hrothgar, learning the Way of the Voice."

    Ulfric knows 2 shouts: Unrelenting Force and Disarm. 2 shouts in 10 years.


    Personally, I don't think that leveling up to level 50, which our characters have spent doing everything but training with the Greybeards or meditating on words of power, count as the equivalent of training in the Thu'um.

    Every Nord has the inborn racial ability Battle Cry, which is not the same as a Thu'um.

    I was interested, so I checked and the Imperial College in Markarth was founded by Tiber Septim (so after ESO) to return the Way of the Voice to the ancient and honorable art of war. Prior to that, it seems to imply that the Greybeards gradually overcame the other militant schools of thought thanks to Jurgen Windcaller's mastery of the Voice. There were a lot of Skyrim's warlords that were tongues, but Jurgen Windcaller had a massive crisis when the Chimer defeated the Tongues, so he started up the pacifistic Way of the Voice.

    Thanks for pointing out the Imperial College in Markarth. That's cool!
