I don't think it's against the rules, but I do think it's ridiculous. If someone's annoying you that much kill them yourself. If you can't then...that's probably what's annoying you. Practice and kill them later.

But heres the twist, if the person who accepts the bounty is killed by the person the bounty is on, the person who has the bounty on them collects the gold and a new bounty has to be put out. Of course if the bounty hunter is successful, they get paid.

Trying to figure out what OP does to get harassed. In PvE or PvP I have never been harassed. Yes, I have gotten hate whispers after killing a noob but I ignore them and they move on.
Not worth voting but I doubt this would be considered griefing since who would care or even know of some petty action. People die in Cyrodiil all the time. They would not even know it was due to someone placing a little county on them. Seems pointless.

It would be pointless.
If you want to place bounties go ahead. Zos will not create a system for doing so.

My hot take : in principle there's nothing wrong with putting out a simple bounty on someone, but in practice I can easily see it leading to a breach of ToS if you're not careful. If it gets into harassment territory with non-PvP actions, or if you're paying people in that person's faction to report on their movements, etc., then my bet is it's gone too far. Keep it simple and in a spirit consistent with the community guidelines and I can't see it going wrong.
