Best quests for leveling?

If you want to do quests do only the main story line in each zone as that is good for 3 to 4 skill points per zone. Do that plus the delves and the XP is not bad.

This is superior to grinding imo since you get much more skill points along the line and can collect low hanging fruit for mage books and shards.

Side quests often do not grant good XP.

Main story quests + Main quests in the each zone.
Delve quests usually not worth of wasted time.
Public dungeon quests are fine tho.

For leveling a new toon, I always suggest doing dungeons. They get you loads of xp, a skill point for each first clear (if you do the quest), and also provide Undaunted rep. Bonus points for doing daily randoms. If you got friends that can help, you can get a LOT done in a little amount of time this way.

After you've cleared all you can / want to in dungeons, it's time to run around getting the outdoor Skyshards, Lorebooks, and important Wayshrines all discovered. This'll also provide good xp while similarly progressing your character in meaningful areas.

All these people who just grind dolmens or mob circuits baffle me, personally. You might get to level 50 a couple hours or so before me, but then you're still on a "brand new" toon, more or less. Try to get as much of the character progression you "need" out of the way in the leveling process, so when your turn in the PvP/vTrials/Pledges/eRP/whateversclever group comes up, you're good to go. That's my take, anyway.

Does it benefit the undaunted skill line in anyway to do the dungeons prior to level 45?

If you are looking for the quickest way to get to 50:

Spellscar > Skyreach Catacombs > Random Dungeon Finder Spam > Questing

Also dont forget to craft training gear and put enchants on it.

I was unaware of that, thanks.

Is this something that catches up once a character hits 45?

you get undaunted xp for clearing the dungeons the first time as in achievements.
However you would also get this later if you did dungeon as part of pledge so it don't take you to undaunted 9 faster.

Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Mages guild and Fighters guild quests both give good xp and skill points, also. Boring, maybe, but what the heck else are you going to do? Grind for days in skyreach? That is mind numbing! Undaunted random dungeons is probably one of the best ways to grind levels, especially if you do the quest inside them with xp pots or scrolls.

As stated before, main story quests, dungeon quests, and expansion story quests (Orsinium, Thieves' Guild, Dark Brotherhood, Morrowind, Clockwork City, and Summerset). These give a metric crap-ton of XP, are interesting, and reward skill points.

But honestly, for leveling, do as many quests as you can. Quests give xp beyond just the xp you earn for killing all the things and exploring. Plus they immerse you in the world of Tamriel.

Well, first, find a roleplaying guild that is active... on your console of choice.
Then you need to know whether they (and you) prefer to use microphones or keyboards.
The good news is, a wireless usb keyboard is easy peasy and a microphone headset is plug and play these days.
Scheduling. Scheduling can be difficult. You'll want to know when and where people are meeting, which is not as easy as it would seem. You can tell the zone, but you need to know who is hosting the event, unless there is actual REAL WORLD RP... just kidding... I don't think there is real world RP (sadly).
Now, you know where to go and how to get there. You've been working on your outfit or latest costume, and you feel confident. You've been working on your Heir Apparent backstory with the memory loss and that time you were captured by the slavers.
When you walk in, keep it cool. Say "Hi" and use a few emotes. Don't be "THAT GUY" (look up That Guy Syndrome if you are unaware). Pay attention to what others are saying about their characters, in fact, keep a notebook so you can refer back to it. Lots of people will not, so when you remember things someone said that were obscure, it increases how fast your reputation increases with that player. And THAT is really what we are after. Reputation gains with other players.
Ok, so you danced, drank and had fun and are ready to go again? Awesome.
Remember what you told about yourself to who, and why. The why is also important, but that is a skill you will develop slowly over time... it is not a fast track skill. Stick with Reputation Gains for now. Save motivation gains for when you are high level and are ready to invest in Alternate Questing plotlines.
Also remember to keep yourself reigned in. No one wants to know everything about you in the first three minutes they meet you. They are too busy trying to tell you about themselves. And someone is in Drama Trouble, which must be appeased.
Soon you will be embroiled in all the latest gossip, misdeeds and accessorization and will have lost track of time and how fast you increased your Roleplaying Ability and Level.
Sure it takes effort, but you too can do it!

    ...

Oh... fast levelling... as in META stuff? Bah... don't worry about that stuff... you'll cover it all trying to get all the materials you need to furnish your house (cause, you need LOTS of skillpoints), dress yourself properly and show off your hand crafted goods.

Do the main quests and alliance quests. You'll also get extra skill points when you complete some of them. For me, I do the quest called "Playing the game". It seems that I get XP fast enough without worrying about the "grind".

Oo never heard of that quest

What’s the best quest for leveling?
    Your first one.
The main quest line is so long and boring I feel so not worth the XP but idk.
Which main quest? There are 3 of them in the game now.
The alliance main quests are for brain dead’s and give like no xp.
That why there are many little quests you can do while doing the "big un".
But then I feel like dlc quest would be too hard for a low level toon. So I’m not sure which quests to do for leveling
Low level = stronger than us. The game scales your damage. If you got madskilz, you can easily take on a CP720. You may not win, but you'll hold on and it won't be a "one hit kill".

That said, if you're anxious to level up, this may not be the right game for you.

    Because... well... this isn't Skyrim.
