Make Dizzy Swing Great Again.

My name is Merc and I am an advocate for Dizzy swing in 2018. I used to be that pesky person on the forums who told dizzy players to adapt and to just get on with it. I am sure many of you can relate.
I am glad to say that times have changed. My good friend Hyzock helped me summarize a handful of buffs that could make dizzy swing great again.
As we all know, dizzy swing fails to perform as expected during prime time and any kind of lag. In duels it's easy to counter and to be honest; simply lack luster. Who has ever seen a s&b/2h build that uses 2h as frontbar? Without running dizzy? No one. Exactly. You don't even have to answer because it is unheard of. We have to make dizzy more powerful. So how do we do it?
With the change to reverb and reverb being ***, I think it only makes sense to give dizzy minor defile. So when it hits, it can at least stack with the major defile from reverb. This would make reverb useful. This would also make dizzy a lot more unique. But you know what's even more unique than 1 minor debuff? 2 minor debuffs. Yes. Give dizzy minor fracture. This has to undergo some testing of highly skilled players on the forums. (I myself just being the average forum nightblade)
Pvp is all about that fast paced combat. I think everyone can agree to this. That's why I am proposing to decrease the casttime on dizzy to 0.1232 seconds. Yes, 0.1232 seconds will make it hard for other players to get used to. This will make it a lot stronger. This still makes it one of the few skills with a casttime, however. And thus it would be only fair to increase the damage by 10k. (Maybe giving it an additional 10k dot will help Stam Dks. But don't you worry fellow DKs. Hyzock will discuss Stam Dk balance in his future post: Why 1 Tamriel Stam DK was balanced.)
