I know a lot of you have seen this in multiple threads, but think of it like so by cross referencing two-handed with dual-wield.
Heavy Weapons:
- Grants a bonus based on the type of weapon equipped: Swords increase your damage done by 3%. Axes grant your melee attacks 8% chance to apply a bleed dealing 2310 Physical Damage over 6 seconds. Maces cause your attacks to ignore 10% of your target's Physical Resistance.
- Grants a bonus based on the type of weapon equipped: Swords increase your damage done by 5%. Axes grant your melee attacks 16% chance to apply a bleed dealing 2310 Physical Damage over 6 seconds. Maces cause your attacks to ignore 20% of your target's Physical Resistance.
Twin Blade and Blunt:
- Grants a bonus based on the type of weapon equipped: Each axe gives your melee attacks a 4% chance to bleed enemies for 2310 Physical Damage over 6 seconds. Each mace causes your attacks to ignore 5% of an enemy's Physical Resistance. Each sword increases your damage done by 1.5%. Each dagger increases your Weapon Critical rating.

Each mace causes your attacks to ignore 10% of an enemy's Physical Resistance. Each sword increases your damage done by 2.5%. Each dagger increases your Weapon Critical rating.
Notice how Twin Blade and Blunt grants extra critical for each dagger and how Heavy Weapons does not, because there is no two-handed weapon variation to grant extra critical, that is why, We should have Two-Handed polearms to fulfill the role of extra critical with Two-handed weapons so that the Heavy Weapons passive can look like this.

Do note this may require extra trait research on the side, possibly at a “woodworking station” or even a “blacksmithing station” one of the two as there are such thing as wooden and metal polearms, let alone a polearm made of a mixture of fibrous lightweight metals with the strongest of wood.
But still, we need a two handed weapon to equally fulfill the role of granting extra weapon critical, do we not?
If you see me anywhere. Know that I am sitting back with a bag of popcorn, watching as ESO burns the goodwill of its player base with practices that only disrespects the players time like it did to me and many others...
If a game does not respect your time, best thing to do is move on from it and find something else.
