This is a buff to the execute, and a nerf to defile and snare. To be fare defile and snare are taking a hit everywhere, so it isn't a nerf to the class alone, but a choice to balance gameplay.

This looks like the notes from 4.1.0. The notes from 4.1.2 show another increase for Radiant Destruction and an adjustment to the duration and cost of Rune Focus.
I assume the notes are sequential, does this mean that the adjustments in 4.1.2 are likely?

Rune is technically still a nerf of the *possible* max regen, but is a big QoL improvement for simplifying the armor buff and adding mobility. I like the latest(final?) changes.

The damage was craptastic when it had a cast time. There were situations where the multiple empowers were useful even with a cast time (bombing), so at least there is that.
Oddly, fextralife is reporting that empower is now 40%. Is that a typo or did they double it after removing might of the guild's empower?

Empower IS 40% on live. And they didn't remove it from might of the guild.
It just only applies to light attacks rather than "your next attack," so it's a lot more limited in scope.
...if they removed it from MotG in PTS notes, I missed that.
