The problem with this change to Sload is that it shares the same issue with Caluurion:
Good luck avoiding it from melee. In my opinion Sload should get the "Widowmaker treatment".
Widowmaker:
(5 items) When your alchemical poison fires, you drop a spore on the ground in front of you that explodes after 1 seconddealing 7740 Poison Damage to all enemies within 5 meters of it
Now imagine if Sload´s Semblance worked the same. If you´ve played Summerset and done some of the questlines there, you would´ve noticed the Sea Sloads spawning these purple/black orbs from time to time. So here´s what a the new Sload set could look like:
When dealing damage to an enemy, you´ve a 10% chance to spawn a necrotic orb (or whatever they´re called) on the ground in front of you that explodes after 2 seconds, dealing 853 oblivion damage every second for 6 seconds to all enemies within 5 meters. This can occur once every 10 seconds

Giving it the Widowmaker treatment wont work, if it's spawning as an orb then it will have to do burst damage, 5k oblivion damage all at once, which will not be healthy.
Just delete the damn set and be done with it.
Edit: Why only 2 seconds before it explodes, that would be too short a time for l33ts to dodge away, make it like 5 secs or better 30 secs.

Make it:
spawn on the enemy (ignoring LoS)
explode after 1s with a 3m AoE
deal Oblivion Damage over 5s to all hit (with a 0-tick damage instance)
stick with the current 6s cooldown...
and I think it'd be good.

Great suggestion. If zos doesn't do it, then you know they're keeping sloads op just to sell more copies of summerset
