cannot complete murkmire quest

I started the prologue quest and cannot enter the sunless hollow cave. i'm told i do not have the correct permissions. unless of course that was all you wanted us to see

how did you start it? i cannot even find the item in the crown store, or the quest giver in game.

I started it by going to vukyl gaurd in auridon and the quest person was by the wayshrine.
