Housing items needed (waterfront)

with so many beautiful houses with incredible water front vistas, I find my self scratching head why so few have any form of a dock at all. Prime example is Princely Dawnlight super huge stairs leading down to the bay but zero dock ? if its on water and the water is accessable and usable it should have at least a minimal dock. OR i would like/ prefer a where the crown store and crafters have Proper dock sections with pilings that can be bought/made
