Monster sets are going to give you the dps boost. You gain a little extra damage on light attacks with the two separate pieces, but really they're just pumping up you Magicka and Stamina pools.
I find that the little bit extra resources or spell power (kena) is barely noticable but there is a huge dps loss on the test dummy (5k) thats even noticable in dungeons

I think you are overstating it. Zaan does around 3k, perhaps a bit more, on a dummy parse. Skoria is more like 1800-2000. You wont lose more DPS than those sets do. That said, you wont get that much benefit from a little extra magic from mix an matching. In PVP, I like the mismatched sets for extra stats (especially the stam from Domi on magic characters). For PVE, you will take a hit, but most likley it wont be wildly noticable. Skoria does scale with adds because there is AOE damage so in trash, you might feel the difference a bit more, but Zaan is pure ST. Something else to think about I suppose.
Also, nothing stopping you on console from testing. Do 5 parses on each and calculate the average difference. Should give you a reasonable answer.
