no, its the apartment that costs 11k I think? is about the size of one of the rooms in the EP large hom (its sort of moon shaped), has fairly high ceiling (so second floor is very doable) and has 50 slots furnishing limit (100 with ESO plus).

I manage to make the most of my little Snugpod by adding another floor, there is a lot of vertical space.

Also they can be overwhelming to decorate if you are looking for savings. The ideal is 12 people (Large) houses. They got plenty of space but the decoration is easier because the place is smaller and you get 600 slots with ESO+ vs 700 slots for manors. The prices are good too so I'd say they are the best. Then pick one that suits your race/theme. Prices are in gold, slots are with ESO+:

Forsaken Stronghold = 1,285,000
Great house not only for orcs but guilds and players that value protection, it really looks like a mercenary den and has several rooms plus a nice watchtower and a big exterior.
Old Mistveil Manor = 1,020,000
The nord house to go at this price, near Riften, it has that viking vibe with the thatched roof, wood and stones. Clever thinking can make use of the walls in order to expand the area with platforms, etc. The stable/barn/workshop part is really great to work too, I used to have a full crafting setup there and with platforms made a cozy bedroom upstairs taking advantage of the window view.
Strident Springs Demesne = 1,280,000
Basically the Vile Manse, another great house to decorate. It has the feeling of those hunting lodges / country house state the nobles retire to. I don't particularly like the red sand soil (from Reaper's March) which held my purchase on this one. But I spent quite sometime roleplaying with a friend there and the place is very cozy, I'd buy if there was a green grass. Also it sadly lacks a fireplace but that can be made with a dozen slots and stones.

Ravenhurst = 260,000
This house is one of my favourites. It doesn't boast the basement found in Gardner's but you can work good with the two floors it comes with. What really shines is the landscape around it, it does feel like living in a farm village, can even see the mill and the courtyard place is very big for its price. That alone beats Gardner's.
Mournoth Keep = 325,000
A cheaper version of Forsaken but it still has some charm. Also fortified and in stone as the signature of orcs, this small state will suit lone orcs or small mercenary bands. The exterior area offers plenty of place to work with.
Sleek Creek House = 335,000
One of the most underrated houses. Along with its prime location near the best city of perform business, this house has an unique charm of not having a behind door interior. It's very open (yes inside the covered parts won't rain) so you can really see through the windows which for me is a must, all the houses just feel very claustrophobic with fake windows. Again, what's holding my purchase is the red sand and the fact it's a lesser race (I'm a classy breton :P). It has a pond though and everyday I visit a friend there this house grow on me.

Autumn's-Gate = 60,000
A cozy nord home very cheap and good to decorate. One of the best features is not in the house but the fact it is very close to the lake. You can fix the walls blocking the view of the lake with platforms. A ramp leading to it and tables/chairs placed. It's great to talk to friends whilst watching the game day/night cycles. It has a fireplace and you can decorate to make it very cozy for a huntsman or a common folk couple.
Twin Arches = 73,000
Not a fan of the desert but the layout of this house is great. It has a nice courtyard and a flat roof where you can expand to make a second floor/social bbq area.
Cyrodilic Jungle House = 71,000
Of all the houses this is my least favourite. The interior space is way too small but the courtyard is very charming. If I remember correctly has a pond too. I also love Malabal Tor. It just sucks they picked the Imperial style for it. A hut like house would be more suited.
I posted these houses based on costs, player cap, furniture slots and because they have both an interior and an exterior house. I didn't invest in tree or mud houses so I can't comment on them.
Lol, the lesser race comment. I main Khajiit stamblade.
And it's been said in this post earlier that in Twin Arches, you aren't able to build up onto the roof
