This isn't a shut down it is a breakdown.
Nobody knows when it will be back up cause the powers that be are not even awake yet.
I would hazard at a guess of 1pm CEST for any type of reply as that is when the staff get to work.

Dont they have "ONCALL" where you live? You know, some automatic trigger gets tripped and some other automatic trigger calls the dude getting the extra pay for that week to remotely dialin and fix the problem, whilst alerting sensitive-to-outage managers at the same time?
This strategy has been around since the late 1990's. Not having it says "FALSE ADVERTISING".
