    2. both writs advanced to completed and turnin.
    3. used turnin crate - two options
    4. turned in - got two rewards
    5. checked writ board - new quest not available.

    That seems like a clear bug. The wording for the provisioning writs is really vague, but I assume it means that all top provisioning writs will now take CP150 foods instead of a mix of CP150 and lower CP. It has been like that since, what, Morrowind? And has been pointed out several times. ZOS has been completely silent about it, but it seems like it's finally getting fixed - I hope.

    The provisioning writs became semi-random when ZOS tweaked the turnin locations prior to the universal turnin. I'm interested in what the fix will be. Hopefully, the top tier writs will be just the CP150 ones and I can free up a few bank slots of the premade stuff.
