Banker in Daggerfall (Germandra) Not spawning

Im in Germandra at the bank and a crowd of players and the banker is not there and no where to be seen, i have tried reloading the UI several times and relogging but nothing is working you might want to fix this asap. I am on the NA/PC mega server.
