yeah, that can happen, it's just that it's unusual and unreliable, so people don't count on it for farming. there's a chance for just about anything to drop regional set items, really. like, about a month ago i got an infused Werewolf Hide Jack from a pair of skeevers.
one time i spent like 3 days straight doing dolmens in Rivenspire. i had my purple Necro rings and really wanted a necklace better than blue. i got fed up and started walking to a wayshrine. one of those little Oblivion portals opened up on the way, the kind that spawn 5 daedra in 2 waves? so i took out my frustration by doing a full boss-melt on those guys. went to grab my loot and guess what i found?

If you're on NA PC I'll take them if you don't want em. Doesn't take me long at all to do them. Treasure Maps addon adds an icon to your map for any treasure map you have in your inventory.

You found the necro necklace.. Nice! Yes I do get Zone set jewelry drops from those Daedric encounters also. Not sure if it's all the time but I received one from them recently and I don't kill them much so just not sure. I guess it might be systemically safe to say that the Dolmen boss itself has a very low percentage chance to drop the weapon excluding the Dolmen chest though.

yeah that's right, but it's just as safe to say that the weapon can drop from a wolf. no need to distinguish. any enemy has a small chance to drop regional gear of any sort, was what i meant to say.
