New character understanding

So I just got back to ESo a few weeks ago, decided yesterday to start a new character, started in summerset isles, and got all the way to level 10 and still never hit the Wailing prision, is that normal now or was it buggy?

After you leave the initial zone, zone to your alliance first major and primary city, the one hear the Harborage. There is a way to trigger the quest that will teleport you to Cold Harbor and than it starts the game primary quest line.

The NPC is called "Hooded Figure" and typically hangs out near the docks.
