Why does it even matter? It was exactly the case for Dragon Bones DLC; a dlc about dragons while dragonknights are dead.
And this will be the same thing.
ZOS does not care about gameplay. They only push out content, sell that content, then they'll see you in the next 3/6 months.

I believe the Werewolves as of now are op and fine the way they are.. the timer is just fine as well. get two-three other people as WW's. the timer is much longer..

You'll get kicked from a lot of dungeons just because you're a werewolf. And the sad part is: You can't blame them for kicking you really.
Werewolf dps.. well it sucks, unless you're a 40 years old role playing lady who wants to become the new rat king by beating wayrest sewers normal, for some reason.
You can't tank, you can't heal, you need to sacrifice a lot of things to be a werewolf, you have no second bar, you sacrifice gear to be more efficient as werewolf, you sacrifice your ultimate to be a werewolf, and your werewolf uptime is limited.
So yeah, these are all the reasons why WW is not a pve thing.
Then who plays werewolf?
1. role players.
2. PvP'ers.
I really don't understand how you can come to the conclusion that werewolf is not bad in PvE, just based on the fact that you saw people ask for werewolf bites.
