Just Got a controller for PC

I need to remap the weapon swap button on the controller. In Controller mode - you can't change any buttons, and in keyboard/mouse mode you can change them all - but when I go to like Bind 3 for weapon swap and pick up my controller to tell it what button, the controller doesn't work. The default button for weapon swap makes you take your thumb off of the stick that you use to move. That means if you are in pvp and need to move AND swap weapons - like maybe to heal or shield - you can't. The stick moves by itself back to center (like it's designed to) and you stop. This would also be bad for Tanks, who need to move out of a ground AOE, but also need to swap weapons to put a debuff on the boss. I just don't understand how someone who ever played this game could think it would be OK to not be able to change your weapons while you are moving. I want to make weapon swap R3. I was able to change this on the PS4 in the PS4 accessibility menu and that is fine even though it is a pain in the ass and I have to turn it off for other games, it is still possible. I don't see how it is possible here without giving up the reason I want to use the controller which is that it is getting harder for me to move my fingers the way you have to on the keyboard and a controller is just easier for me as I am getting older. Also you have a whole lot more control over how your character moves as far as the stick sensitivity is concerned like I can barely push the walking stick forward on the PlayStation and I walk slowly, if I push it all the way I run. I just want to be able to do this on the PC so I can play more effectively and without my hands hurting after I do a trial. I do trials on the PS4 and I am fine - but after I do a couple on the PC my left hand hurts. I know that is a personal problem but If anyone has a way to make what I am asking happen please respond. If there is no way and the answer is just "Tough" like it apparently has been since 2014 after the last hour or so of reading forum posts leads me to believe tell me that too and I will just keep submitting tickets.

    You need to have the controller active if you want to swap buttons. Then hit ESC and go to controls. And for future reference, please use paragraphs.

    I'm in the same situation trying to re-map the controller for use in the game, i'm working on it atm, but i have this exact same paradox as you stated, https://forums.elderscrollsonline.com/en/discussion/416118/have-custom-gamepad-bindings-been-disabled? But i just thought it was locked buggy broken or my setup...

    You need to have the controller active if you want to swap buttons. Then hit ESC and go to controls.
    Does "swap" mean bind, so do we go to the controller layout pic and press ESC and then we can bind controller buttons?

    Update: Solved! (You'll need to have a keyboard, mouse, & gamepad connected to do this.)
    1. In the game enable the Gamepad Mode: Press ESC for System menu, click Settings, click Gameplay, go to Gamepad> Gamepad Mode, click ON. (Don't close System menu).
    2. Next set change remove Bindings: click Controls, go to Keybindings, then go to the commands you want Bind/UnBind, you can now set the gamepad buttons as well!

    Why, oh why, do i often see a "then" when i should be reading a "than", but then again what's better or worse than being grammatically correct?
