    Crowns are a virtual currency. They have NO monetary real-world value. Their purpose is to obtain in-game virtual goods.
    It is not gold selling, since there is ABSOLUTELY NO real-world money being exchanged by the players.

    But it could constitute gold buying? You can spend unlimited amounts of real life cash buying crowns to buy unlimited amounts of gold for. But it guess then that ZOS would be ok with that after all, since they would be earning cash from more crown sales. Maybe they actually want to go full out gold selling in the store but dare not because of community anger, and that may be why they are silent when someone asks them about it. But secretly they are grubbing their hands ;)

    And lastly be very careful who you gift with, make sure you trust them or are happy with just giving them a present.

    I'm sure this will be her first time to see the issue exists. : P

    I really doubt they can respond here. If they say yes, then they need to have a system in place with the ability to resolve problems. If they say no, they need to add it to the ToS properly and then have some plan to enforce it.

    If they say nothing, they get to keep the sales of the crowns, offer no solutions to problems and then have the ability to shut it down later without backtracking.

    This. Schrödinger's TOS. As long as don't answer the question, it is both acceptable and prohibited They don't have to decide. They can let it be indeterminate until something comes along that requires a determination.
