no worries friend, if you got her arrested eventually she will go out of prison and get in trouble again regardless of your decision

she will kill her targed and in murkmire dlc you will discorver she is a shadowscale

, meaning all you need to do even after arrest her is keep looking in the spawn points until it appears again in RNG.

I have traffic stop and have done lots of the others but it is not giving me the achievement. Do you have to do them in a certain order?

You need to (also) speak with the cop, not just the Argonian woman. Otherwise the achievement won't advance.

It doesn't. Both spawn together, having a conversation. If you don't speak with him the encounter would not advance the achievement, which will stay at the same phase so you will need to keep farming. They always happen in sequence, so you will never be "stuck". For example if you did phases 1 & 2 you will be at phase 3 next time you meed them. If you fail the speech option you will have to redo phase 3 etc.
