Well that depends on when you're talking about I guess, I admit I didn't start playing until vanilla had already been out for several months but I can't remember it ever lasting for more than a few days. Aye, I do recall Blizz being very good about comp but it was pretty easily done given we were all subs so they could just extend our subs.
We don't have issues here every maint. We do, lately, seem prone to them after major updates. Too, this past month has been sprinkled with outages that had nothing to do with ZoS which just cranked frustration levels for everyone, them included, I'm sure.
I still swear by "don't play on patch day" unless you're a patient sort. It's born of pragmatism over the years. That said, I played on patch day. LOL but I'm not freaked out by maintenance maintenance either.
ETA: FWIW, I'm being patched which, historically, means won't be much longer. Yaaay!

I'm not really annoyed by downtime after a major update or expansion like this, I agree that it's to be expected and games like GW2 are the exception, but I think ZOS could just add a day or two on for ESO Plus subs like Blizzard did, I don't see why it would be difficult for them.
Let's say you wanted to rent a van from Monday to Friday. You make the booking and everything, go to pick it up Monday morning and they tell you that the van is being upgraded and it'll be better when you get it, but you can't use it until Tuesday. However, you still have to pay the the full rental cost for Monday to Friday and you only have the van for 4 days, despite paying for 5. How does that make sense?
