Agreed, but ZOS is also letting their own reputation take a hit here because of Amazon's malfeasance. ZOS should be doing everything they can to ensure that retailers don't substantially oversell and that they're honest with their customers as to when they've been put in a pre-order queue as opposed to actually securing a pre-order. Theoretically it's possible to put that in a contract - don't sell more than, e.g., 110% of your pre-order allotment. Certainly don't let them keep taking pre-orders for two months when they pre-sold all their expected stock in the first two weeks.
This on top of the missing pre-order bonus codes that ZOS said were supposed to show up on retailer receipts - until those retailers claimed they never got them from ZOS. There's a lot of "pass the buck" here with no way of really knowing who was supposed to do what.
If retailers insist on screwing their customers over like this, ZOS should not be allowing those retailers to offer their products. Bad experiences like these affect all the brand names involved. -

The original supplier that ZoS hired is to blame IMO...
