Character slots is by far the best investment IMO. You can have 140 storage slots right away, and another 60 in a couple of months for a total of 200. Having a high storage capacity is beneficial in the long run since you can keep a lot of potentially good gear from pledge and trial runs, and not have to farm it again when having a character capable of using it. For example I had full divines SPC long before I had Templar healer ready. I have created all characters that I will ever play, bar a new class is introduced, and just use them as storage & writ crafters until I have time to activate them

dont upgrade inventory bag space with ingame gold unless you are filthy rich, because for 250g / slot u can upgrade it at stable, wich makes 15k gold very cheap for 60 slots! and then just use crowns for inventory bag upgrades.

I personally make it a point to pick up the PvE dlc packs. That way if my sub lapses I will still have access to those areas for the item sets and daily quests.
After getting those, I’d say pick up the banker and merchant if you’re still looking to spend money. They come in handy at times.
I think the banker is defintely worthwhile, despite the steep price, especially if you have alts. You still need to use normal banks for guild transactions and guild store listings, but it's still really convenient to have on the go for dungeons/trials, or for swapping stuff between toons without having to be in a town.
It is entirely up to you to decide what you want, OP. I like to look for the best bargains or wait for discounts on buying certain things. I suggest buying the bundles with the XP Scrolls because they have more things and are either cheaper or roughly the same price as the five pack of XP Scrolls.
I do not utilize housing so I cannot give any insight to that. But if you plan on having lots of characters, look into buying character slots. When events like the Anniversary come around, you have a much higher chance for rarer motifs. Mount upgrades can be pretty useful but I recommend buying those for a character you are going to commit to and not delete for a new character. And back space is supper handy. Buy the cheaper bank upgrades for gold before buying them with Crowns though!
This depends on how you play, but cosmetics you feel would add depth to the type of character you are building. My character often needs a hair/beard trim depending on where he is adventuring
If one does equipment crafting writs, then there will be a steady flow of repair-kits from the rewards. My toons get far more than they ever need to use and I end up selling stacks to NPCs or dumping them into a Guild Bank for anyone to use for free.
In PvE, my daily profit (in gold and gold ornate gear/items) from quests and other encounters by far outweighs the cost of repairs at a Merchant. Selling one ornate item, more than covers the cost of any repairs.
Each to his/her own. I would not spend Crowns on repair kits.
The Banker is useful - especially if one does a lot of content where top-notch gear drops or where to dump items for deconstructing later.
As for the Merchant, I personally have never found a need for one.
Storage boxes are always useful - providing one has a home, with enough Special Item slots to place them in, together with a Banker. I use mine for 'stackable' items that accumulate on toons and in the Bank, eg Survey Writs. When there is a reasonable amount of the same type, I send the most 'appropriate' char to pick them up. I have not spent Crowns on obtaining any boxes because I have not yet exhausted the ones obtainable from from Master Writ Vouchers, so bear in mind, that one can obtain them in game as well - depending on one's play-style.
As for Inventory Bag-Space, it is a waste to spend Crowns on it at low levels. Wait until you reach the top 2 tiers or so, when the cost in Crowns becomes rather steep. Who knows, by that time the cost in Gold to you might be a drop-in-the-ocean.
IMO, the trash Magicka, Health & Stam pots are more than sufficient for all PvE content, except for Vet Dungeons and Trials. If you are in to Crafting, then with the appropriate passive skills, one can make these for free.
For PvP, riding speed and stamina boost might be more essential but in PvE it is not that necessary. One can cover the cost of the daily feeding of horses by doing a Daily Writ on that Toon.
If you intend to keep subbing, then buying DLC with Crowns becomes pointless, so an option is to save those Crowns until the need arises when you need to buy DLC because you cease to sub.
The Imperial upgrade is an item I bought with Crowns, simply because I wanted to try the Imperial race. If you are intending to make an 'all skills' Master Crafter, then Imperial is a very sound choice for that role. At max level, they earn 670g for doing each writ (as opposed to 644g on other races) and they have a slight chance of picking-up better loot.
In the end, it is up to you what is essential to your enjoyment of the game and what is not.
So, my advice to you is, save those Crowns if you intend to keep subbing because one day, that must-have item will appear in the Crown Store and you will not have to fork out a considerable amount of RL money to obtain it.
Personally, I find the banker is the most useful single purchase you can make.
There are merchants everywhere, while there's only one banker per zone.
It will also make your iventory management MUCH easier. Specially for alts.
