Double lightning staff heavy attacks while bar swapping are still broken or got a behavior change

Its been like this since the PTS was released. Its been bugged reported in game and on the forum for weeks. At this point im worried its gonna go live like this. What is happening is when you start a heavy attack on one bar with out having a target in your cross-hair then switch to the other bar your staff will no long automatically connect with out completely cancelling your current heavy and restarting. It has never behaved that way on live and causes quite a bit of issues if you play a heavy attack build. Here are two videos to show how this works on both live and what we have been getting on PTS since 4.0.0. I have no idea if other weapons combos are being effected the same way and if anyone else wants to test them and report here that would be great.
