Will this new class be available for females? I've only seen males in YouTube videos.

Every class, skill line, and guild is open to make and female characters alike. I don't know why this would be your assumption based on videos of people using male characters. Common sense,should suggest that its due to YouTube's using male characters, not ZOS making a terrible business decision.
Yes the Psijic order is open to females. I've joined on a female character AND the first character you meet who's associated with the Psijic Order is female: http://en.uesp.net/wiki/Online:Valsirenn4 -

@estrong20b14_ESO Psijic is not a class. It is a Guild like Fighters Guild and Mages Guild. You can access it from any gender/race/class you want.

No , Psijic has a mix of Stam and mag skills morphs. It does seem that the quest sends you all across Tamrial, but s. does Mages and Fighters Guild. It does NOT seem magicka is necessary. I plan on adding it to all of my current characters. Healer, Tanks, and DPS even if in the end I don’t end up useing any skills on some.Maiden Maura - Xbox NA

I don’t know if this is true... but, I was reading something about males and females having slightly different race passives in a future update. That is the only thing that is gender related in eso universe. Everything is the same no matter which gender you pick at the moment.0 -
