no they need to balance them seperately instead of going to the extreme on one and totally screwing the other.
They've said that won't be happen so time to start making reasonable requests. In this patch PvP is getting nerfed cuz PvE. Not the other way around
Finally pvpers can taste what pvers have had to go through. Tho id rather they completely do it separately
Pvers never had to taste that lol.
Just remember, the game was originally PvP end game that got changed to split pve/PvP end game with emphasis on making it match the single player elder scrolls experience.
Think about that for a second
Sad to say but every MMO that focussed primarily on PvP only that was worthwhile playing has died. (Warhammer Online was the best for end game PvE but died because they did not add end game PvE content enough)
