Summerset Character Template

So how do I access the "Summerset" Character Template? I have access to the Beta, even did some of the Summerset quest. But on my character sheet is just my cloned characters, I deleted one and did Create New but it's just a normal Level 2 starter. I remember in the Morrowind Beta being given a choice?

In the character creation, there is a little dropdown-menu in the top left corner of the screen. Choose "Summerset" there, that's the Template.

On the new character creation screen, there's a dropdown menu in the top left where you can select a template instead of a brand new character.

So, since all my current character slots are filled, I have to buy a new slot in the crown store to use the PTS template? The "create character" option is grayed out.

Ouchies. I had to delete one of mine. It's PTS so it's not like they're going to let you take them over to the main server.
