Just attempted the test server today. What I'm reporting here isn't necessarily bugs or glitches, but some of it might be. These are just things I noticed that (to me) were odd, unexpected or something I have not encountered in ESO before. As of now I have completed 4 or 5 quests on the main questline of Summerset, and a few side quests.
I usually play male characters, but for the test server I created a female Orc nightblade. I noticed during the initial couple encounters with random monsters, sometimes her voice would sound like a MALE orc.
The graphics are heavily watermarked. I just wanted to note this isn't so bad as to disrupt vision or gameplay so whoever did that did a good job. The graphics seem low (around the same quality I remember Oblivion being) but this may be because the PTS server reset my graphics settings.
I deleted one of my characters to make my female Orc. Just so others know (in case they had the same questions I did about doing so) this doesn't affect your characters on the Main server. The character I deleted on PTS is still on Main. You can also purchase extra character slots easily in the Crown Store on the PTS server so there is actually no need to delete any unless you are at your limit.
Also you can't really start as level one, it seems. As soon as I entered the game, my brand new character instantly had experience to level her to level three.
Other than these several points, I haven't found much out of the ordinary other than perhaps a lack of crafting nodes (so far only enchanting and blacksmithing).

Graphics issue was on my end, and is solved.
I found what I would consider my first 'Glitch.' I completed the quest where you go into the mind of the sea-sload. After touching the staff, my character wanted to keep making the emote like she was still touching the staff whenever she went idle.
Also, another point about that quest... Not really a glitch, but perhaps something ESO may want to consider since I assume this is part of what sells ESO even though it doesn't really effect gameplay. The voice acting on the sea sload is horrible. In fact - the sea sload isn't really a very convincing villain either. It looks like the sea hag in Disney's Mermaid. In fact the whole sea sload character kind of gives the quest a bad B-movie vibe. I would highly suggest nixing the sea sload and completely re-doing that villain. Just my humble opinion on the matter.
