Flame reach and lethal arrow bugs?

I usually play as a magsorc and a bowgank nightblade in pvp.
The flame dosent knock people off keeps when I flame reach them, used to before dragon bones but now when I flame reach someone they just float up into the air and gently fall back down to the place they were standing, also happened to me when I get flame reached. Works on inner pastern walls when knocking into keeps but not out of keeps, flame reach even knocks people up when trying to knock people of bridges.
On my bowgank, I cant hit cloaked nightblades when I have piercing mark on them with lethal arrow, every lethal arrow is a miss but I can still attack them with other attacks.
Dont know if these ar intentional or bugs.
