With the change to the knockdown and keep grates being changes this hasn’t been working right. It seems like the same change was made for ALL surfaces and not just the grates.
In Tempest island it was always fun to wrecking blow the add right next to the last boss. Now it can’t be done. The adds and players start this slow fall animation when they should have been knocked off.
Anyone else notice this?
No problems doing it with javelin.

Trolling people on the grates was one of my favorite things to do in this game. I even managed to save dragon claw once by myself vs a group by doing it.
Zos doesn't like fun.

The only thing that doesn't work anymore is knocking people THROUGH surfaces they clearly shouldn't be falling through.
I don't care if you are a wood elf height, you are never falling through a surface the size of a footstep on grates. It was a Bug Fix that can no longer be exploited. The only people who found it fun, were people who enjoyed exploiting something that clearly defied physics of a body not fitting through an area the size of a shoe.
Let's see this done from a height where this 'slow fall' prevents the victim's death. In other words, if you weren't knocked off, but simply jumped off, the fall resulted in your death or a loss of most of your health (meaning the 'slow fall' prevents this damage). Seeing someone slow fall from a height that wouldn't do any damage anyway (or a negligible amount of damage) is underwhelming and can hardly be called a bug, maybe an annoyance, but a bug that effects gameplay? meh.

Until you pvp. Then the damage they take is better than nothing. Anytime someone stands near an edge a Templar or any character with draining shot can knock them off but not Flame Reach or wrecking blow. Those have always knocked people off. Now I can’t do that anymore.
Fun Nerfed again.

I like that they fixed it but i wonder if there's truth to making people float rather than fall in Cyrodiil.
I've noticed the same problem with flame reach.
