Second choice. Each enchant get boosted three time, and possibly multiplicatively.
The real reduction on potion cooldown should be the additive value of the three basic enchants multiplied by 1.6 (or more detailed, one enchant x 1.6 x 3, which give the same result).
Its additive.
Potion CD enchant is 5 seconds, but with 3 infused jewelry it is giving 14 seconds per piece. 5* [(1+(.6*3)] = 14. On each piece.
Cost reduction is 203*[1+(.6*3)]= 568.4 on each piece.
Crazy.

I'm sure this isn't currently true with weapon damage enchantments.
An unbuffed gold glyph gives ~170, with a buffed glyph returning roughly 60% more. If it was bugged the way you describe, we'd be seeing weapon glyphs somewhere ~480.

Infused on the jewelry does not impact your weapons enchant, the trait is supposed to only impact the enchant of the piece of jewelry that the trait is on.

Sustain as a tank maybe, you would lose to much for a dps to run them, even a healer. 2400+ magic or stam and 522+ spell or weapon damage is way too much to give up.
