How about a ESO Plus Loyalty Crown Store.

Basically what I’m suggestion is a VIP crown store only available to Plus members only. In that, as long as your a subscriber to the Plus program, then each month offer a discontinued crown store item from the past for purchase (ex: Mask of Cheerful Slaughter, Imgakin Monkey

Lol, I'm ESO+ and I don't shop. I don't buy crates, I rarely buy pets or costumes unless I really love them, etc. Have never bought a house. Most of my sub crowns have gone towards account upgrades like any alliance, new character slot, and imperial upgrade. Then I sit on the rest.

It would be nice to have access to some discontinued items I missed out on. But I doubt it will happen since those become crate "rewards".

As an ESO+ player, I don't really see this as fair, or really that much incentive to subscribing for those that don't sub already. I am, however, all for the idea of having a Loyalty Program like they did before removing the subscription wall.

Things being only available to the subscribed player, only, also wouldn't seem that much worth it in the end. If they could be traded to those that don't subscribe would seem much more fair(though, nothing in the crown store can be traded or gifted anyways).

Everything being said, Plus members do get 1500 Crowns a month to spend on whatever we want in the Crown Store,

So the first issue I have is you want to have a discount store you can only shop at if you pay a members free. So I am paying a monthly fee in order to have access to premium version of a cash shop already in the game. Doesn't compute in my head.

If they're going to offer discounts to loyal customers it can't be based on ESO+ alone. ESO+ doesn't make you more loyal than someone who buys their DLC. If the amount of money you invest directly correlates to how loyal you are then the people buying hundreds of crates would be the most loyal.

Secondly the store was sold to us on the promise it wouldn't offer pay to win. Whilst they do sell items which have stats or unlocks (and these are all attainable in game as well) I think a system which grants access to extra items based on a sub will upset a lot of people.

Note we do have the daily log in rewards coming with Summerset, so you could be getting "loyalty items" that way by just logging in.

Still, even making the crown store Dye Stamps a perminant part of our collection for plus members would be nice. Besides, it’s not like it’s given any gameplay advantage, only cosmetic for those that are loyal

It is kinda silly to talk about who is more loyal. That is irrelevant. What is relevant is that ZOS wants to encourage more people to sub. Don't get confused by calling it 'loyalty' rewards.

And let's be honest. Subbing is a very expensive way to access DLC. I bought the first 3 DLC from a 5500 pack for $24 and 1500 (I think) from the move to B2P based on my 3 month sub when the game launched. That is 9 months worth of DLC for the equivalent of 5 months of subbing. Add the fact that we get at best 3 DLC a year now and 1 or 2 are just low cost dungeons, and it is even clearer why they would want to strongly encourage subbing.

What I would agree with though is a criticism that people will just sub 1 month and get all the old stuff they didn't initially buy because they were waiting to get it discounted with a sub.

Exactly...I see it as a way of saying “Hey, thanks for being a loyal subscriber. Here’s your chance to get some crown store items that you might of missed out on”

That’s nice, but still having something like special promotion to purchase past store items or other old momentos from their other programs would be a nice bonus for being paid plus members. Also, adding crown store dye stamps to be an perminant unlockable at the dye station would be nice too.
