There's something more important than Terms Of Service and more important than a paltry $1.50: it's customers retention.
If you keep having them a bad or absent service experience, then there'll be no TOS or reimbursment to pay back people who unsub and / or start spamming the whole internet about how bad your product is and how bad you treat them.
