I suspect the OP wansa texture pack such as was made for Skkyrim.
What they are not taking into account is that not everyone, in fact most people I know of that play this game are not running hiugh end gaming rig's.
Since people already complain about FPS drops during large encounters (skyreach mobs / trial mobs / zerg's) I can only imagine how bad it would be for them.
I run an 8th Gen i7 Watercooled / GTX 1080 Watercooled / SSD - Most people I know that play the game are using laptops, usually gen 5 or older i5's with fairly basic graphics cards.
So while it would be fine for me, I think that alot of people would see FPS drops in the base game, and even worse in situations where it really makes a difference.
Zerg vs Zerg is great for me, even with a 300+ latency because everyone else has low FPS allowing me to survive and get kills I probably shouldn't be entitled to get.

My old GTX 650 TI (I did not know much about GPUs at the time) could run ESO maxed out if I recall corectly. I only have a 1060 OC 6Gb now but still, it can handle more. I do more solo stuff than anything else, but even making higher res available in non-PvP zones would be much appreciated.
Also, with the GTX 11 series coming in the nearish future, the advances in Memristor and Photonic computing being less than a decade off etc... it won't be long til ESO looks like minecraft in comparrison to games being released over the next few years...

I have only noticed about 5 fps loss using this mod. I have a mid range rig - i5-4670k overclocked to 4.2ghz, GTX 1080 & 16GB DDR3 ram - still get 70FPS even in cyrodiil, playing on Ultra settings
