Because to a marketing team selling virtual fluff, any sale means a success. Selling 3 x 80$ mount that took one art dev a day or two to reskin, is 100% better than selling 24 of them priced at 5$, and (depending on salaries) is in the green budget wise.
My point being, they really don't need to sell a lot of them for them to be profitable, as such they have absolutely no reason going against making these reskins and these types of cosmetic content, the price is analyzed based on what actually brings them more money. And a high price with few sales really does have a chance of getting them more profit than a low price with plenty of sales (that would be skewed by eso+ members using their free crowns on it and as such no real revenue on those sales). They gain more by high price tags forcing 'whales' to buy crowns, or Eso+ members to just buy that 1 tiny crown pack to reach the total asking price etc...
With all the server issues, the morrowind crap and just crap in general, they should start a crown sale asap. At least this will be something the playerbase wants and it actually benefits the developers.
But, what will happen as usual they will stay quiet/be cowardly about all the controversy and do nothing.
