My first question would be what the persons goals are. You dont need the same amount of DPS for Normals, Vets or trials.
I think this is very important and often forgotten. Does the person even want to improve their PvE skills? Perhaps they just need Undaunted Mettle, a shoulder piece, or a transmute crystal. Perhaps they are a PvPer, and they only do it for Mettle. Perhaps they are farming a set. Perhaps they just want to have some fun. Perhaps they are tired after a long day, and that day is not the day they want to hear about their lacking DPS, when it's actually OK for the normal or non-DLC dungeon that they're doing.

Very wise words here to use in my places in life.

It wouldn't really be my place to give advice because my own DDs don't do that great a damage anyway  The only things I would say is that if someone is enjoying playing as a DD, and wants to be better at it, to then read up on builds, rotations, and ways to improve their playstyle on their free time, since there are many resources and players offering guides and tips online, and then practice that playstyle at every chance they get, be it a target dummy, a PUG, or an organized group; also, to learn mechanics, because mechanics can hinder a rotation, and drain resources, so the better one is at dealing with mechanics, the more damage output they'll have, and the better they will manage their resources. If you are enjoying playing a DD, don't get disappointed by numbers, there are other things that are equally, if not more important in progressing, so keep improving
