I believe the OP was making a suggestion as to how the racial problem could be resolved so I will try to get back to his post.
I dont think a pre-creation change is the best way to solve this. Why? My first toon and my only lvl25+ was perfect enough at creation. It was a breton sorcerer for magdps. At lvl 50 I decided to switch to tanking as I found being a dps to be boring. This was also OK until I found myself adding more stamina abilities and getting rid of magicka ones for the tanking role. When I mostly switched to stamina the racials became a problem. Breton is so magicka heavy that my new style of play no longer benefited from the Racial passives. I opted for a racial change to Redguard and havent looked back since. However, my rpg element of Being a breton had to be sacrificed and is exactly why racials need to be fixed.
Now as to the solution and my suggestion. I think every race should have a magicka and a stamina passive bonus. This will ensure at creation the player isnt gimping him/herself and if they drastically change they dont suddenly find themselves with a spare bunch of skillpoints.
Currently there are 3 passives however so wont we still have to have either stam or magicka? Make the third one a morph which gives stamina or magicka option at upgrade. Again, it allows you to stick to what you want without shoehorning a race into a certain playstyle and is restrictive enough to allow the devs to give races specific bonuses at an outset for lore adherence.
Ill give a basic example.
Passive 1:stamina benefit
Passive 2: magicka benefit
Passive 3: choose magicka or stamina benefit.
So lets break this down. At best, depending on how you build you character, you will have 3 beneficiary passives. At worst you will have 2. Why? Well if you are stamina and the magicka one does not help you you will still pick up a stamina passive and morph another one whichever way it helps you best. This is a stark difference from the current design where all 3 passives would be utterly useless to some characters. Eg. Redguard magdps = 3 useless passives vs altmer magdps = 3 useful passives. Suggested: any redguard = at least 2 useful passives vs any altmer = at least 2 useful passives
But what about lore and flavour the races provide as they will all be clones of each other. First of all lets agree that fair play and balance is our top priority and if you think these changes will make the situation worse than it is now from that perspective I'd love to hear your comments as to why. Secondly, if we are to agree that it makes the game more balanced, lets talk about lore and flavour.
Lets use a real race example for this part of how this could be implemented. Lets have a look at the Bretons. Lore = traditionally magicka enclined and have a medieval knightly flavour.
Passive 1: increases total magicka (mag benefit)
Passive 2: increases spell resistance (defensive)
Passive 3: reduces magicka cost of abilities.( mag benefit)
Virtually no benefit to stamina builds, especially dps, but does give the flavour of magicka+defensive ideology. Lets have a look at an example of my suggested reworking. Keep in mind that individual numbers would be balanced by the devs.
Passive 1:increases max magicka (mag benefit)
Passive 2: increases spell resist and reduces cost of bash to you and your group (defensive and stam benefit)
Passive 3: morph 1: reduces mag cost of abilities (mag benefit)
Morph 2: melee heavy attacks deal more damage. (Melee/stam benefit)
This is purely an example so lets not dive into OP or makes no sense breakdown.
For the current mag breton player this wont change a thing except add a group wide buff for stamina/melee team members (more reason to bring a breton!).
The stam dps or tank now brings a teamwide melee buff (if there arent any already) and actual stam/melee dps with a defensive+knightly flavour. A stark contrast to a current state of "better options out there" when someone else is putting together a group.
Again, balance on individual passives and names and what they do is up to the developers. I am merely suggesting a system for racials which will allow players to have more flexibility in how they choose race+class+role which will only, in my opinion, improve the game for all.

I love this idea all I ever played since oblivion a Breton assassin now in eso since console release my main is a Breton stamblade he wields a sword more deadly thn any Redguard id say just ask my victims in cyrodiil but u can’t lol 😆
