Servers went down 9 minutes before you wrote this comment.
While I think it's ridiculous to take EU server down during midday, or that EU maintenance no longer has seperate maintenance times, or the fact that it takes up to two hours to restart a server - you need to give it a bit more than 9 minutes. 2 -

Yeah my girlfriend and our baby boy is going out for three hours today in which I had planned to do some event daily questing. I agree totally. This does seem a little unfair that many of us are missing event time because the servers are done when we're awake. Why not really early like the Americans get?

Because then they would have to pay the Frankfurt staff who are handling the EU servers night time fees and that would cost Zenimax Publishers more money (I doubt it's a decision of Zenimax Online Studios) - same applies for regular maintenance.
Seperate EU maintenance used to exist but I guess they decided to save the money instead.
Why? Because they can get away with it basically - and would rather prioritize delivering best possible service to their NA audience; possibly because they make more money off the NA player base thought I doubt that because EU boasts some countires where the average income is way above that of the NA and so people have more spare money on stuff like games plus the EU prices are a bit higher than the NA ones taking currency exhchanges into account.
It's kind of sad since it's general online gaming practice to do maintenance when it serves the customers - not the company, and it makes it seem like the EU customers are second rank or at least of a less priority than the NA customers. This is just further enforced by the sheer amount of EU maintenances the game has had compared to NA ones. Either the Frankfurt staff is less skilled in maintaining a server (which I seriously doubt since many other games have servers the same place with almost no problems) or the company just doesn't want to admit that more money is being spend keeping the NA server in a good state.3 -
