Game launched officially April 4th, 2014. First anniversary was April 2015, but there was no Jubilee event that year. In fact I believe ZOS was like a week late even mentioning it on the webpage. First Jubilee, technically the first "holiday" event, was in 2016. So that's why there are only 3 cakes.

Is there actually a new memento or did they just add a layer to the one I already have?
With all the other events you have been able to just re-slot last years memento and skip the quest.

Not quite. A jubilee is a special anniversary, so it's most often used with round numbers like 25th or 50th anniversary, but it doesn't have to be. Not sure who I'm agreeing or disagreeing with here, but this is what actually happened. If you wanna point fingers at someone, point at Zeni, they're the ones who had the jubilee numbers match up with the events instead of the actual anniversaries:
2014 - rollout, no anniversary, no event, no cake
2015 - 1 year old, 1st anniversary, no event
2016 - 2 years old, 2nd anniversary, 1st event, "Jubilee Cake"
2017 - 3 years old, 3rd anniversary, 2nd event, "2nd Annual Jubilee Cake"
2018 - 4 years old, 4th anniversary, 3rd event, "3rd Annual Jubilee Cake" (today)
