Having less choices (i.e. none bc they are all the same) means also less diversity, not more...

We don't ask for an Argonian polymorph because with a polymorph you can't change or customize any other parts of your appearance. Beyond that, making all new appearance options that change race is a lot bigger ask of ZOS than simply tweaking their existing stuff.

As for losing diversity, what are you even talking about? You have fewer choices, IF we're talking about completely eliminating racial passives. I should also clarify that "choices" are barely that, because the only "chocies" are whether you spend points in the skills or if you don't. Other than that, we would still have tanks, we would still have DDs, and we would still have healers. We would still have Templars, we would still have Wardens, etcetera etcetera.

But WITH eliminating racial passives we'd see some actual representation for magicka Redguards, or Khajiit tanks, or maybe even Nord healers! Sounds like more variety to me.

And that's only if we straight up eliminated the racial passive system. What I would like to see is a system that allows you to pick a set of passives, maybe like choosing an origin in Dragon Age Origins, or like choosing a profession in other games. It would also be cool if the passive system were rebalanced not to pigeonhole races into playing a certain way. That way we keep choices but also don't have to deal with stuff restricting other options. Nothing about removing diversity restrictions means less diversity.

You talk about having more choices, but if your decission does not have any consequences it is no choice at all.
You want to make your race something purely cosmetic and think it increases your choices. But it eliminates just one thing you have to decide.
It like "choosing" between starting to walk with your right or left foot, it doesn't matter at all.

Or just answer one question: Did the outfit-changing system increase build diversity?

You're talking about impact now, not about having choices. What it sounds like you want is to have meaningful choices, but less of them. That's a fair viewpoint. However, I disagree. If I didn't want to deal with making choices and decisions, and customizing my character, I wouldn't be playing an MMORPG. Makes me wonder why you'd want to play an RPG if you want to take away RPG elements...

And for the record, the outfit system did allow more diversity, as now, people who were concerned with things like appearance (such as myself), can have free reign to decide what their build will be separate from their armor set. There are now fewer people who restrict themselves to crafted armor sets, and can now explore the diversity of builds out there. It's like saying that only tall people can play basketball, and short people have to do math or something. If you take away that restriction, instead of just having two groups, we'll have four (short basketball players, tall basketball players, tall mathletes, and short mathletes). Those people just became more diverse by a factor of two! Now imagine all the variables in creating builds in ESO. The diversity would be increased exponentially, by far greater a factor than just two.

FYI, maybe you don't care about starting with your right or left foot, but some people do. It may not be important to you whether the racial passives annoy and frustrate, but annoyance and frustration is relevant to those people. Just like I don't personally care if videogames stay enjoyable to you, but that's presumably something relevant to you, so I factor that in when making decisions that might affect you.

I agree with you, for those who care about appearence, diversity will increase (same as it did with the outfit-system).
But overall diversity (only measured by stats/skill-combinations) will definitely not increase but rather decrease or at best stay the same.
