If you could then drop the quest without having her start up that might not be terrible as a work around, but as soon as you drop the quest she's back on your case. I think it's entirely understandable not to want to have your quest log cluttered with quests you don't plan to do in the foreseeable future--and picking the quest up later from someone prominently located in your faction's starter city is infinitely better than having to remember that you started the quest line and where you truncated it.0
