ZOS has an algorithm that determines the price each person that has spent money on crown crates is willing to spend on crates and then makes sure to get the most money they can out of you sometimes giving you a "free" apex if they see your spending slowing down.

Nonsense of course, but I love comments like this from a psychology perspective. I remember a friend in Lineage 2 (another MMO) who used to swear that his chances of successfully enchanting a weapon would increase if he made his character spin in a circle three times before attempting the enchant.
Looking for patterns is a big part of why humans were so successful as a species, but also leads to craziness like this (and conspiracy theories are another good example of it going over the top). It all works out though: Failing to notice that crops grow in seasonal cycles would be a big problem. Thinking that crops grow even better if you sacrifice a goat each spring to the sun doesn't affect much at all (unless you're asking for the goat's opinion). So being over-eager to look for patterns in life and creating them in our heads is just an ingrained part of human nature.

I feel bad for you though, and anyone else who has spent an excessive amount of money on these crates and have received 'trash'.
I bought the Flame Atronach crown crates once (15 bundle), I managed to get the Flame camel. One of my Australian guildmates bought more than a thousand AUD worth of crown crates and got jack for it (gotta love currency conversion).

For simple math (because I suck at it) let's say 15 crates is $50.
You would need approx 455 crates at a 0.22% drop change to get a single radient apex mount.
That would be approx 30 packs of 15 crates.
That's $1,500.
That's 1,500 for a CHANCE to have the mount, not even guaranteed.

Also got a bunch of consumables I turned into gems. I started with less than 20 gems, and now have 423. I will probably get another box of 15 crates next payday. This is an unusually high amount for me as I like most of the offerings (above junk consumables) and want the items or gems to get the ones I want.
As to it being potentially weighted depending on how much you have historically spent in the game, I don't think that is happening. I have purchased quite a bit from the crown store as direct-purchase cosmetics (outfits, pets, mounts, hair, hats, etc etc), as well as a couple homes, DLC (even though I am ESO+), bundles, and account upgrades (character slots).
With the crates, sometimes I have good luck, sometimes not so good. I actually want stuff in the Legendary category more than the apex stuff. For me, it seems the drop rates have gotten better than they were, but that could just be the rng.
The major current annoyance I have is that Radiant Apex mounts/rewards are not purchaseable with gems (even like 2k gems) and also not previewable. Since I can't ooh and aah over looking at my character sit on the mount, I can't decide if it's worth even wanting.
Does this make me a whale? I don't know. ESO is my main source of entertainment... I don't watch TV or movies (in theatre or at home), and don't have expensive non-internet hobbies, so dropping money on crowns every other month or so doesn't really seem like a problem to me if I can afford the expense.

this math is terrible and its wrong. especially the last line. the CHANCE costs you 400 crowns. because you can get it in the first crate.
