Besides guessing the date, I'm curious now about predicting what the biggest complaints will be on the forums from the announcement, because there always is a plethora of them...not that all of them or any of them are necessarily invalid, but, the popcorn muncher in me is ready.
My guesses for the big complaints:
-"Fix lag not add new stuff"
-"Spellcrafting locked behind paywall is P2W"
-"No new class, chapter not worth the price" or "New class is P2W"
Is it a safe bet to say most of them will have P2W in the title? I'll bet 50 gold pieces it is, but even if you lose the bet I'll give you one gold back so that it's not considered gambling because you still got something.

Yeah, no duh its known. But these speculation threads about which date ZOS will announce it? Those are pretty much pie-in-the-sky end-times prophets going "Jesus will return on this date at this hour" and awkward fading away once that date passes...

I'm a bit sceptical about Spellcrafting (if it will be the main feature at all) being buy-only. It is something that was "announced" back in 2014 when the game was P2P. I think Spellcrafting should be part of the base game and come as something like Homestead (free for all players but with some advantages for ESO+ users).
The thing is, Warden as buy-only is no problem. It's just a class and not very outstanding and for sure not pay to win. Spellcrafting on the other hand might be a major game changer (depends on how they implement it). What I see as likely is the Psijik Guild and skill line being the feature of Summerset and buy-only and Spellcrafting maybe in Q3 or Q4 as part of the Artaeum patch.

But by your definition Spellcrafting would have been buy only in 2014 as you needed to sub then.

The website is not usually updated for Crown Crates because you cannot buy creates directly from the site. We could be looking at a Crown sale starting Wednesday or, as was guessed, we could be looking at an update for the next chapter, be it a redesign or new purchase options.
I think a chapter announcement is imminent with Wednesday being quite possible.

Awesome, that further recertains the possibility of spellcrafting indeed being a part of the update, but also makes me happy because it means that there will probably be stamina "spells" to be crafted too, since weapon skill line names are included in that list.

well, we found some stuff in one of the recent updates that isn't big enough for its own post, but they're interesting anyway.
mainly, there's a new mob called "HM_SUM_Wraith" in the lang file, sounds like some boss or mob for a hard mode dungeon for summerset.
also, there's a new tooltip text for the summerset prologue quest with vanus galerion:
"An enchanted stone from Vanus Galerion contains a private message addressed to you. Activate the stone to start a quest to find the missing Wyrd Oracle and glimpse what's to come in the next chapter of the Elder Scrolls Online's ongoing saga."

Nick Konkle said that you would store rubbings of ancient tomes in a spell book for spellcrafting, this seems to be it. I would imagine that you rub off the tomes with charcole or something, then you'd put them in this book to keep track of how many spells you've completed/unlocked, separated by magic school (destruction, restoration etc)

Frankly, I'm happy just to see Mysticism on there at all. In Gabrielle Benele's misguided* Proposal: Schools of Magic, the ever-so-popular Guild Mage argued that there's really no need for either Mysticism or Thaumaturgy. We more sensible mages know that nothing could be further from the truth, obviously.
If spellcrafting comes to us via the Psijic Order, then it makes sense to see Mysticism on there. Mysticism is what they're known for, after all, and it puts spellcrafting far away from Benele's meddlesome hands.
* My impulse was to describe Benele's work as "well intentioned by misguided," but reading into the tone of the work, I can't help but think that she didn't write the book by choice. She's quick to downplay and dismiss Shad Astula's superior results, and her descriptions of the Schools of Magic belie an almost superficial grasp of the concept. If I still had access to the Mages Guild's resources and contacts, you can imagine she would be hearing from me.
