Off balance Double resources

I am testing this out now and can’t get it to work. Regardless of Off balance or not I always get 13% resources from a heavy attack. Testing on target dummy. Maybe I’m not quite understanding this mechanic.

    Still having issues with it. Using MNB cloak to concealed weapon for off balance. Still getting same resource.

    It is sometimes bugged but that was already reported on pts.
    Ice Furnace: This item set now grants Spell Damage, rather than Weapon Damage for the 4 piece bonus

    It doesnt give me back anything extra than normal. Tried resto staff and dual wield.

    13% with and without off balance on Dual wield
    22% with or with off balance resto staff
