Will there be any return of NA characters this cycle?

At one point in the past I remember NA characters coming back to the PTS a while after final patch went live. Is there any plan for that this DLC?

This PTS cycle is over for NA character copies.

However, you can still make a template character similar to what you have on Live. My NA template character is still there.

It is generally whichever was copied over last while the PTS was active as the PTS vs just a mirror of live as it is now.

Yes, there has been times when EU went first on the character copy.
