Can i get clarification on what i can safely send between accounts?

Ok so i have two ESO accounts though the 2nd one is fairly new, and i have been wondering what i can safely send between accounts without breaking any rule(s)?
For example i would like to send my spare runebox'(since i can't even bank them) some gear for a good start and some for research, i assume sending gold might raise some flags so i'm not planning on doing that unless told otherwise.
Can a mod shed some light on this? i did some searching for past threads but i'd rather get a updated answer straight from a mod if i can.
